Tattoo, hairdressing and beauty licences
A licence is required for any person carrying out a personal treatment and for the premises the business is located in.
You need a licence if you are carrying out any of the following treatments:
- acupuncture
- tattooing
- semi-permanent skin colouring
- piercing
- electrolysis
- hairdressing and barbering

We must be notified of any change of premises or persons. Amendment fees may be charged.
We advise you take out public liability and treatment insurance to cover risks from the premises and from any treatment carried out. If you employ any person, you must have employee's liability insurance.
What happens next?
Inspection
After you apply we will inspect your premises. We will check your procedures, equipment and facilities to ensure they are safe and hygienic.
If you pass your inspection, you will receive a certificate of registration which you should display in a prominent position on the premises where the treatments take place.
Tacit consent does not apply in respect of these applications. Tacit consent means that if we have not dealt with licence applications within the target period then the application can be deemed to have been granted or approved. It is in the public interest that we process your application before it can be granted. If we refuse your application, you may be able to appeal this decision to the Magistrates' Court or First-Tier Tribunal. Full details will be included in any refusal notice.Refusals
