Private hire operator licence
Anyone who operates private hire vehicles must apply for a private hire operator licence.
A private hire vehicle may only be sent to a customer by a licensed private hire operator. The operator must ensure that every private hire vehicle is licensed and driven by a person who holds a private hire drivers licence issued by the local authority.
Private hire operator licences are renewed annually on 1 December. For example, if you apply for a one year licence in June, your licence will expire on 30 November of the same year.

How to apply
As part of the application process, you will need to prove that you can meet the private hire operator licence conditions listed in Appendix P of our Private hire and hackney carriage licensing policy.
You will need to provide:
- proof of right to work for all applicants who are not licensed drivers
- basic DBS checks for all applicants who are not licensed drivers

What happens next?
Tacit consent does not apply in respect of these applications. Tacit consent means that if we have not dealt with licence applications within the target period then the application can be deemed to have been granted or approved. It is in the public interest that we process your application before it can be granted. If we refuse your application, you may be able to appeal this decision to the Magistrates' Court or First-Tier Tribunal. Full details will be included in any refusal notice.Refusals
