Civic Enforcement Service

Our Civic Enforcement Service responds to complaints of nuisance and environmental issues, and delivers educational and preventative measures to stop problems occurring.

What does the Civic Enforcement Service do?

The team uses a range of legislation including Local Authority, selected Police and DVLA Agency devolved powers which enable the council to impact and deter issues including:

  • fly tipping
  • waste carrier offences
  • litter dropping
  • dog fouling
  • untaxed and abandoned vehicles
  • graffiti
  • noise nuisances

They are also actively involved in a campaign aimed at school children to highlight environmental crime issues with the aim of challenging and modifying people's behaviour at a young age.

Who does the Civic Enforcement Service work with?

Accredited by the Police, our Civic Enforcement Service works closely with the following agencies:

  • DVSA (Driver and Vehicle Standards Agency)
  • DVLA (Driver & Vehicle Licensing Agency)
  • Trading Standards
  • Environmental Health
  • the Environment Agency
  • Care For Your Area
  • Cleveland Fire Brigade

 

What actions can the Civic Enforcement Service carry out?

Our Civic Enforcement Service can:

  • carry out roadside checks of waste carriers vehicles and licenses
  • removes motor vehicles under certain circumstances including when the vehicle
    • does not having valid tax
    • has been abandoned
    • is in a dangerous condition
    • is causing obstruction
  • seize and take action against the owners of unlicensed or dangerous skips
  • take action against the owners of vehicles parked on pavements or verges
  • remove abandoned shopping trolleys
  • challenge anti-social behaviour on the street with the power to:
    • demand names and addresses
    • confiscate alcohol from persons under 18 years of age and from persons drinking alcohol in designated alcohol-free zones
    • confiscate tobacco products from persons under 16 years of age

 

How to reclaim a vehicle

To reclaim your vehicle from our Civic Enforcement Service you will need to show:

  • a form of ID such as a passport or driving licence
  • vehicle registration document or a receipt from the DVLA Office

If you do not have the Vehicle Registration document you must contact the DVLA to complete a V62 form and pay a £25 fee.

Plus £700 Surety which will be refunded once a valid road tax purchase receipt is brought to Enforcement

Abandoned, dangerous, obstructing vehicles

£140 if release fee paid before 14 days

£200 if issued with a Fixed Penalty Notice.
