Parking waiver terms and conditions

In some instances, funerals, statutory duty, and the like of the waiver may be without charge. The duration of the waiver can be extended by advance notification and payment to the parking office.
The Council reserves the right to refuse to issue a dispensation and takes into consideration, safety of other road users and pedestrians and previous misuse of a dispensation covered by these terms and conditions.
Civil Enforcement Officers employed by the Council will observe the vehicle to establish whether it is necessary for that vehicle to be in that location. Materials or goods must not be deposited on the footway or carriageway (except to the immediate rear of the vehicle on street or to the immediate bay next to the vehicle in a car park); nor shall they be passed across any part of the footway or carriageway in any manner which may interfere with the safety of pedestrians and or of any vehicles.
Should it be deemed that the vehicle is causing an obstruction to pedestrian or vehicular traffic flow or that it is considered unnecessary for it to be parked there; the driver will be requested to move the vehicle. This request may come from a Civil Enforcement Officer or Police Officer in uniform.
Note that the dispensation applied by the waiver will have no effect in any other parking place, and the conditions imposed in that parking place must be adhered to, including the payment of any parking charge. Should the vehicle be asked to move on, the Council are not required to offer any alternative parking place and the waiver shall be deemed invalid. The holder of the waiver may claim a refund for full or part days paid for. On instruction to remove the vehicle from the specified location, the waiver shall be deemed to have been revoked and a Penalty Charge Notice may be incurred should the driver not follow the instructions issued by a Civil Enforcement Officer or Police Officer in uniform.
A waiver does not give the driver the right to park in; Taxi Ranks, Disabled Persons Parking Bays, Bus Stop Clearways, Loading Only Bays, Police Bays or on School Keep Clear markings unless specifically authorised. Should a waiver be issued for parking in any Pedestrian Zone, the driver will be responsible for obtaining authorisation from Cleveland Police for access into the Pedestrian Zone during restricted hours.
