Social housing
Social housing in Stockton-on-Tees is managed by Registered Providers (more commonly known as Housing Associations) in partnership with us and other Local Authorities across the Tees Valley.
To apply for a socially rented property, you will need to register for an account on Tees Valley Homefinder. Once you have registered, you will be required to upload your supporting documentation.
Once all requested supporting documentation has been received your application will be reviewed by a member of the Lettings and Nominations Team. Only following a satisfactory review will a new account be made live.

Waiting Times
Demand for social housing in Stockton is currently extremely high. We aim to review all priority applications between 6 and 8 weeks of receiving all the required supporting documentation. The list of accepted documentation is listed below.
It is not possible to estimate when you will receive an offer of housing. The amount of time that you may wait to be offered a property will vary depending on the number of properties available to let, the level of priority allocated to your application and the length of time you have been on the register.
Please note that the housing register is not a quick or guaranteed resolution of your housing need, there are always more people than places, and the pressure to find homes for people our Borough has increased over recent years.
In June 2023 there were 1985 people with a registered live Tees Valley Home Finder account in Stockton. This increased to 3013 people in June 2024.
In 2024 there has been an average of 16 properties advertised per week and each advert attracts on average 113 bids.
We know how distressing it can be if you are waiting for social housing and where possible, we will always do everything we can to help.

Acceptable Documentation
Proof of ID
One of the following documents must be provided for all household members, the document must show the name and date of birth of the household member:
- birth certificate
- medical card
- driving licence
- passport
- marriage certificate
- deed poll documentation
- biometric residency permit
Proof of address
One of the following documents must be provided for all adult household members. The document must show a name, address and date:
- driving licence
The following documents if provided must also be dated within the last 6 months:
- Government or Department of Working Pension letters
- current tenancy agreement
- utility bill or payslip
- child benefit letter
- bank statement
Proof of national insurance number
One of the following documents must be provided for the main and joint applicant:
- your proof of national Insurance number must show your name and your national insurance number
- Government or Department of Working Pension documents
- national insurance card or national insurance letter
- payslip or P60 or P45
- biometric residency permit
If you do not have proof of your national insurance number, you can obtain yours by visiting the Gov.UK find your national insuracne number webpage.
Proof of child benefit
To be provided if you have children moving with you. The document must be dated within the last 6 months:
- bank statement - if you are providing a Bank Statement as evidence, please ensure that it shows the name of the account holder, the transaction and the date and you can download your entitlement to child benefit from the Gov.UK website
- proof of leave to remain or settled or pre-settled status
- documents for the main and joint applicant must be provided
- immigration paperwork
- biometric residency permit (front and back)
- Home Office documents
Pregnancy
If you or someone moving with you are pregnant, proof of pregnancy that shows your estimated due date must be provided. A MATB1, midwife letter is the only document accepted.
Criminal Convictions
If you or someone moving with your criminal convictions, you will need to complete a Diary of Convictions.
